Windows cannot use the 'Fusion' aspect of a Fusion Drive - it doesn't understand the technology. Tetsujin Tetsujin Would Windows have problems booting from the SSD? So basically, here be dragons? Cool, I'll give this a shot later and report back with an answer. I'm not certain, tbh, but I've seen too many tales of woe where people have 'broken' their drives trying to do things like this.
This is the kind of task I would test on spares before going anywhere near my main setup. Yes - here be dragons indeed. You can always get back to ground zero from Internet Recovery - but you may end up having to do some nasty single-user or terminal stuff to rebuild the fusion drive. Look up posts by klanomath on Ask Different for the full skinny on rebuilding them.
We could speculate that it required tradeoffs or more engineering talent or failed some performance or stability test so they removed that capability technically during the planning of the OS before it was publicly released to beta in June and shipped in September Apple could have decided to leave these few Macs without the entirely new APFS and coded other exceptions, but I'm not at all surprised they just said - no bootcamp on some small subset of iMac that didn't ship with SSD as the main storage.

I would suggest you post a new question regarding how to install Windows without using the Boot Camp Assistant. I absolutely disagree with the close reason for this - there is a specific and quantifiable reason as to why this problem affects iMacs with 3TB fusion drives. To hopefully close this discussion: The trigger for putting it on hold was the "Is a future workaround likely?
