After contacting steam support I have eventually managed to get it all working. You'll do best by opening a steam support ticket, giving them the name of the account, and the purchase details exact listing in "Account Details", top right of your steam window , then what I did was I sent a system profile, and three screenshots, one of the attempt to install It had no data it wanted to download, when it worked it listed just under a gig , the properties file under local tab showing no data had been installed , and then a screenshot of the error message that said missing executable or whatever.

They at first sent me to A support article for missing executables and that may help some of you due to running a antivirus software or something that is hindering you. Also, I'm not sure how well any of this will work if the game isn't appearing in your library as a separate thing to Absolution. Good luck, hope you guys can get this working for yourselves!
